I am trying to set up a savings account, and when I click "set up" it comes a new page and I clicked "continue", it shows "Savings Unavailable: Apple pay services are currently unavailable. Please try again later." Has anyone encountered the same issue?

Same issue. I also happen to be on an iPhone 12 (Pro Max). I wonder if it's just with the 12 for some reason?
I've gone through tech support with Apple and been escalated several times. We went through all sorts of troubleshooting, screensharing and diagnostics and right now we're at me waiting until someone from engineering can join in on a call this weekend.
Whatever it is normal tech support can't troubleshoot yet.
It works for me, but now it says my application is under review. The specialist told me the decision was typically made immediately, and has no idea why my application needs extra time for review. Did you have this issue?
I was also having this problem for several days. I went in and checked my address in Apple Cash, Apple Card, and on my Apple account. That’s when I realised two of the three didn’t have the word Road (Rd) on the street name. Once I added that, it worked. So for me it was a discrepancy in the address.
i think the reason is that you re-logged in your iCloud account. I logged out, restarted, and logged in my iCloud on my iPhone 13 (purchased in China) and it works.
Try again in about an hour.

I have been having the same issue for days. I try every couple of hours, even late at night.
Seems many people are having this issue. I tried to switch apple id on my phone, but not working.
Just FYI, I was able to sign up on my 12 Pro Max.

This is where the problem lies. Chinese iPhones can't use some US services

Seems that's the answer so far. The current iPhone 12 was purchased in China, and my apple card application was approved when I was using a US version iPhone 7. LOL
