The message that you see likely refers to your available iCloud storage space - this being independent of your local device storage (2GB).


Each AppleID account has just 5GB of storage provided for free - this generally being sufficient for syncing services between devices - and very limited file storage. An iCloud backup will almost certainly require additional storage. iCloud+ offers paid storage tiers of 50GB, 200GB and 2TB.
