While not ‘pairing’ in the bluetooth sense, you can use most IR TV remotes for Apple TV (4th generation or later) as well, if you want to.

HDMI control (CEC) has nothing to do with using a third party remote for the Apple TV box. By even mentioning it, you distance yourself a bit further from helpful support.
