Apple's Messages application is for texting between Macs, iPhones, and iPads. A Google Voice number fails that test and would not work.
you can only do that from a mac and ipad if there is also an iphone on the same appleId as it handle the sending of the normal sms on behalf of the mac/ipad
if you don't have an iphone it's not possible, the phone network and internet needs something to bridge the two in order to send a sms to a device which may not even be connected to the internet at all
You said that Apple's Messages application is for texting between Macs, iPhones, and iPads. But this is not 100% true. I can send a message from the Messages app to any number, it doesn't have to be blue. It can also be green, indicating that the person is not using an Apple device...
