Why can't I turn off text message voice over? I have asked here before and talked to 2 Apple service techs. WE have check all the settings, yet when I get a text message the voice over will start as soon as I receive notification. The other odd thing is sometimes it is a male voice or a female voice.

If you replace the OS, that will cure the problem. Once the drive is completely wiped, all data is gone.
If that is done, and you restore your flawed backups, you will put back the problem. That's not an OS or OS installation flaw, that simply putting back what you don't want. The fix there is to operate without restoring settings and data for a time to try and isolate what happened to begin with.

Maybe you should reconsider reinstalling the OS if all else fails.
Per 4 different techs. @ Apple might or might not help they don't thing so. They do not know what is causing the "bug".
