Correct. Apple Pay is not yet supported in the Philippines, and as such there no way nor any real purpose tom adding a credit for debit card to the Wallet App.

Tap on the (+) icon at the top right of the screen and follow the onscreen prompts.

If you get the Learn More dialog box, make sure your iPhone is set to a country where Apple Pay is supported in Settings ➜ General ➜ Language & Region ➜ Region. click here ➡️ Countries and regions that support Apple Pay - Apple Support

The Wallet app is built into the iPhone, look for it in your iPhone's home screens or the App Library.

As noted above, you cannot add credit or debit cards at this time to it in the Phillippines, but you may be able to add tickets and boarding passes to it however.
