Shared Album on Public Website

Why can't I turn on "Public Website" when editing Shared Album (photo)? I'm stuck in "Publishing" with spinning progress indicator.

I've attempted to turn on "Public Website"for both Shared Albums that are empty as well as some with 30-40 pictures. Always the same result showing a continuously spinning indicator.

Running 16.4.1 (latest available)

“Cannot Load Photos” on shared photo album public website I have created a shared photo album of about 950 photos and have opted for the option to create a Public Website for the album so I can share it with friends and family. When I go to the link for the public website, none of the photos load and there is a gray triangle with a ! in the middle in place of each photo thumbnail. When I click one, it says “Cannot Load Photo.” The album title, proper number of photos, my name, and the date I uploaded them are all there, but you cannot see any photos. This is true across devices and browsers when using the shareable link to the public website.

How do I invite new participants to a shared album in Photos app? The previous step to add people to a shared album has been deleted from the three dots; I have read other comments/questions about that but have not seen any answers.
