No, it has absolutely nothing to do with an Apple Watch. It's just the way Apple designed iOS. You may find that things are somewhat better if you disable Raise to Wake. Settings>Display & Brightness>Raise to Wake>Off.

Not a bug - it's working as designed.

Your best bet is to, as mentioned, submit feedback and suggest Apple include a way to turn it off in a future release.

Two things that work for me with this annoying feature is to disable touch to wake. So you have to push the side button and then slide up to open and/ change the haptic rate from fast to slow. This means the press on the screen needs a longer press to activate the change wallpaper.

Honestly, I only had this issue for the first few days I had iOS 17 installed - for now, just don't grab and hold the display.

In the mean time, as stated, the only course of action is to notify Apple of your displeasure here:

Customize should only appear if you touch AND HOLD the screen for 2 seconds. And if you just tap it again it will go back to normal. If Customize appears other than when you TOUCH AND HOLD then there is either a defective digitizer in the phone, or you are doing something to trigger it, such as carrying the phone in your pocket with the screen against your body. If that is what you are doing you should make 2 changes in your habits:

• Go to Settings/FaceID & Password and turn off Raise to Wake
• Carry the phone with the screen away from your body

And a 3rd recommendation: put the phone in a slip case or a folio “wallet” case to better protect your $1,000+ investment.

This may seem counterintuitive, but the screen is the more easily replaced component if it breaks; replacing the back is a much bigger deal.

The only thing you can do, is to disable "Tap to Wake". Go to "Accessibility" then "Touch" then "Tape to Wake" and disable it.

I know it isn't a solution at all. You'd then need to press the side button hard to light up your screen and do your things. But I can tell you, it fundamentally changed my life and I am now a happy man.

And how do you know Apple doesn't do that? The fact that you don't like the feature doesn't mean it wasn't carefully considered by Apple. Instead we have this (and Reddit), which kind of works, is apparently inexpensive and seems to result in incomplete or nonexistent feedback to Apple design teams themselves.
