Ventura 13.3.1 & FontBook Collections

I frequently use FontBook collections, so I know which fonts go with each project. I observed a difference in FontBook behavior on Ventura. Fonts cannot be added or dropped into a collection. The fonts are being installed automatically in the User (now called My Fonts), they aren't showing up in the collection pane. They will only display if I select them from My Fonts and drag them into the collection I need. If this situation has any workarounds, what are they?
