I have removed cards from wallet and apple pay still charged those 'removed' cards. How do you make sure apple pay charges the card you need it to charge?

Apple Pay refers to cards in your wallet. If removed, you will be unable to use the card in Apple Pay (although it's possible that subscriptions will continue to bill the cards).
