Why Rosetta 2 is not available even was previously installed in Ventura OS on M2 processor while trying to run supported apps based Intel tec. by Apple?

If it is an Intel only app, there wouldn't be since there is no choice but to run it under Rosetta 2.

If you have an application that was compiled on a compatible version of macOS, whether Intel, or an Arm Mac (using cross-compilation for Intel in Swift or Objective-C on Arm), then the first time you run that X86_64 application, a dialog will appear offering to download and install Rosetta2. It is not pre-installed by the operating system, and does not support every X86_64 application.

Maybe there is a way to reset this loopless false state from OS settings or plist level?

If necessary you can install Rosetta  from Terminal.app copy & paste:

sudo /usr/sbin/softwareupdate --install-rosetta

About the Rosetta Translation Environment

As VikingOSX explained, not all Intel apps will run on Apple silicon, even with Rosetta installed. It migh help if you would state what app it is you are trying to run as suggested previously.
