Dear Apple community,
I know you did not send this test this morning Apple, But I am very upset to be woken up at 4 am by my Apple Watch and iPhone going haywire on DO NOT DISTURB/SLEEP!!! I am upset. My question is, why did it go off on DND?????

Emergency alerts always override Do Not Disturb/Focus/Sleep.
You can (at least in the U.S.) turn off test alerts by going to Settings>Notifications and going all the way to the bottom.

The State borked the test royally. They did not send it as a test, but as a regular emergency alert. Blame them for this. You really don’t want to disable the emergency alerts altogether. Some of them you can’t disable…
If there were an actual emergency, that’s how you would get vital information.

You can't turn off the Presidential Emergency alerts. There's not even an option. I agree with KiltedTim, turning them all off, especially the Public Safety alerts is probably not in your best interest. Recently, in my area, we had a chemical spill in the watershed which might have made water dangerous to drink. It's certainly worth the loss of a little bit of sleep to make sure I don't get poisoned. But, you're evaluation of the situation might be different than mine.
