Parental Controls amid divorce

I bought my now 10 year old son an iPhone. Every time he's with his other parent, the texts between the two of them are deleted and his location is turned off. Is there a way to restrict this from happening by using parental controls so he'd need a different code to do this? I know you can restrict the location services from being turned on and off, but I want to be able to retrieve his deleted texts or prevent him from deleting them all together.

Unless you see it as an option in one of those (I don't know since I don't use either), I don't think you can.
