If I wipe my iPad and set it up as a new device from my last backup, do all the photos that are stored in the iCloud come back onto the hard drive of my 64GB iPad and take up storage (which is my issue) or will I just SEE the pictures and only when I view them properly, will they be downloaded from the iCloud and THEN take up data on my hard drive. Please can someone help? Thanks ERIC

If you factory reset your device, restore it, and Loog into iCloud, your photos synced in iCloud will download to your iPad. You can optimize those photos (Settings > Photos) which will greatly reduce the space used by the photos on device.
