Activate your Apple ID

I am not a regular Apple user. I am trying to sign up for Apple Podcasts Connect so I can distribute my podcast. Every time I attempt to log in, I receive the message, "Activate your Apple ID." However, I have an Apple ID, I have added a form of payment, and two-factor authentication is active and working. What am I missing here?
