You have run into the Activation Lock. This is a security measure. You will not be able to use that iPhone without entering the original owner’s Apple ID and Password. Ask the seller for this information or try and get your money back. If you cannot get a hold of the seller then you have been scammed.

You purchased an activation locked phone, Apple’s theft deterrent feature. And if you can’t contact the previous owner you will never be able to use the phone, which was probably stolen when you bought it.
