Unable to activate after factory reset

I am trying to update my SE (first gen), and have reset the device. I was then going through the set up from the Hello screen and came to a screen that says "unable to activate, please restore and install latest version of IOS". I thought a reset automatically updates the IOS? which is why I did the reset in the first place... How can I update this device now as I can't get past this screen?
