Is it normal for the battery icon to be yellow while plugged in?

To repeat the answers that have already appeared above........

You have Low Power Mode enabled on your phone.

Settings > Battery

Turn Low Power Mode Off

I see your problem. You have used Low Power Mode. When Low Power Mode is used, you will lose:

• 5G (except for video streaming) on iPhone 12 and iPhone 13 models1
• Auto-Lock (defaults to 30 seconds)
• Display brightness
• Display refresh rate (limited up to 60 Hz) on iPhone and iPad models with ProMotion display2
• Some visual effects
• iCloud Photos (temporarily paused)
• Automatic downloads
• Email fetch
• Background app refresh

When Low Power Mode is on, the battery will turn yellow. This is a sign that Low Power Mode is on. I hope this helps!

Just go to Settings<Battery and turn off low battery mode

Please read this excerpt from Use Low Power Mode to save battery life on your iPhone or iPad - Apple Support:

After you charge your iPhone or iPad to 80% or higher, Low Power Mode automatically turns off.

That's normal. On a light background it will show black and on a dark background it will show white.

It will turn green automatically after reaching the 80% charge level.

97% battery charge and still yellow .. why? What can I do to bring it back to green?
