If you experience a low volume on your iPhone 12, it may be due to Attention-Aware Features.

This feature is enabled by default. With this function, your iPhone keeps an eye on whether you are nearby - if you are, the volume of ringtones and notifications is lowered automatically. This MAY be the reason.

Try disable the feature here and see if it makes a difference:

Settings Accessibility Face ID & Attention → disable Attention-Aware Features.
