Troubleshooting a Cellular Data Error:

A. Install a Cellular Update:

It may be prompting you to install a cellular update. So, go here for that. Update your carrier settings manually on your iPhone or iPad - Apple Support

.Data Consumption is Too High:

If using a hospital, then you are consuming too much of their data. Your only workaround would be to perform this at home, or over Cellular (if you have the services to do so). If your Cellular plan isn't more than 2GBs, then don't attempt a Cellular update (as it may result in overuse).
