How can i remove cents from my apple account

I cant change region because of the cents in my account

You need to contact Apple directly about that, using this specific link:--> https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0998&symptom_id=20198 , as provided at the bottom of this support article:--> Change your Apple ID country or region
