Apple App purchases

I have recently been plagued by Apple requesting that I should verify my debit card when attempting to make purchases from the App Store and Apple Store. I fill in the requested Expiry Date and Security Number and I get “an unknown error has occurred”. Can anyone explain how to get rid of this and get back to normal operation. Please help.
