Contacts are not tied to your telephone number, other than the “me” entry.
Your Apple ID security can be tied to your telephone number, if it is listed as a trusted number, and as is common

The name is provided from the carrier. You can usually block sending that, but the name shown to call recipients will be that from your account, or an unavailable or no-caller message.

Blocked calling numbers are independent of the called number. And again, multiple telephone numbers can be configured on most (all?) recent iPhone models.
Biggest issue here will likely be with your recovery numbers and trusted telephone numbers. Not call blocking.
Given the volume of phone spam and text spam permitted by US carriers and US telecommunications regulators, more than a few folks will mute calls from all unknown callers.
