Then you have a hardware issue with the laptop which will need to be repaired. Have Apple or an Apple Authorized Service Provider examine the laptop to provide you with a repair estimate.

I doubt this will help, but you can try an SMC Reset and a PRAM Reset (hold the PRAM Reset for at least two chimes if possible).

We are assuming that both macOS Catalina and Monterey are compatible and supported on this laptop.

FYI, you should always provide the exact model of the Mac when asking for assistance since every model may have their own unique issues and it allows us to verify you are running a supported OS on it. You can get the exact model by clicking the Apple menu and selecting "About This Mac".

You need to give macOS permission to allow the app to work with the camera. You will need to modify the "Privacy" settings in the "Security & Privacy" System Preferences. See this Apple article for details:

I would assume you would need to follow the developer's instructions to uninstall the app. Reboot the Mac. Reinstall the app. Here is an Apple article for troubleshooting camera issues:

You mentioned previously that FaceTime does not see a camera. If the same thing occurs with PhotoBooth app, and you have gone through the Apple camera troubleshooting article, then the laptop has a hardware issue which will need to be repaired. You can confirm by launching the Apple System Profiler by Option-clicking the Apple menu and selecting the first item. Click "Camera" on the left pane to see whether the camera hardware is seen. If the camera hardware is not seen, then it confirms a hardware issue which needs to be repaired.

If No Camera is Detected....

Get the Drivers:

If no camera is seen, then the drivers went missing, somehow. So, you need to get to drivers. And to do that...

Reinstall the macOS:

Nothing would be deleted. It's just that items that have become corrupted or deleted, would be replaced or reinstalled back to where they should be. Go Here: How to reinstall macOS from macOS Recovery - Apple Support. Important: Be certain to create a backup of your Mac prior to all of this. That way, you can have something to restore from the Mac from, should anything go wrong with the reinstall.

I have a late 2013 MacBook Pro retina 15” and recently updated to the latest version of Monterey. I have since successfully used a gopro for attending meetings on google meet. Yesterday I had a zoom meeting and installed zoom. The zoom app opened up settings/security/camera and it said, “no applications have requested to use your camera”

HOW DO I CHANGE THE PERMISSIONS FOR USING THE CAMERA WITHOUT A REQUEST FROM AN APP?

Or better yet what’s the command prompt to change the camera permissions using the terminal?

See if something in your Mac is requesting access to download items. Reply back with a partial screenshot of what you see going here:
