My iPhone has been hacked by a retired cop he gained access through my MEID number which I think allowed him into my family’s iPhones too! Now he is stalking all four of us! What can I do to cut him off?

Nobody can gain access to your device through your IMEI. But, someone with your iCloud credentials could get into your iCloud account. If you believe this to be the case, change your password. Your devices were not hacked.
