"Savings Unavailable" when setting up Apple Savings Account

I already updated the IOS to the latest version but it always shows "Savings Unavailable" when I tried to set up Apple Savings Account.

PS: The billing address of Apple card and the region of the phone are all correct.

iPhone XS Max, iOS 16
