Is anyone having problems setting up the savings account that is tied to the Apple card? The option doesn’t appear for me. HELP

Is anyone having problems setting up the savings account that is tied to the Apple card? The option doesn’t appear for me. I meet all of the criteria and have tried restarting my phone twice. I haven’t updated to iOS 16.5 yet - but I have 16.4 so shouldn’t that work? Please HELP! Thanks!
