The three-dot More button does not appear on Apple Card on my iPhone 11, so I'm unable to open a Savings Account. What to do?
Yes, indeed. I do NOT have this three-dot "More" button. Let's assume that I've followed instructions carefully and recognize the required button when I see it (which I don't at present). So, what's next on the agenda?
This issue is starting to pop up. Please make sure you are in the Wallet app and not Settings app. First image below is settings. Do not go there.
You want the Wallet App.
Aha! When I accessed Apple Card via the Wallet app, the "More" button magically appeared.
Next: tap on "Daily Cash". under "Daily Cash Election" to arrive at Savings. Tap on "Savings - Set Up", and then, follow on-screen instructions that even I can understand, and behold, a Savings account has been created.
The source of confusion now becomes apparent. It was necessary to go to Settings in order to obtain an Apple Card. Regrettably, I, along with a few hundred other iPhone users, was not aware that in order to proceed to set up "Savings" it is necessary to open Apple Card in the Wallet app.

Ensure that you are up-to-date with software. Upgrade to iOS 16.4.1
Settings > General > Software Update
Been there, done that. I've followed all of Apple's instructions to set up a Savings Account in Apple Card. No three-dot More button persists.
