You cannot send SMS/MMS text messages from an iPad without sending them from the iPad through an iPhone. See: Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support
You can send iMessages to other Apple devices without using an iPhone. They are sent using your iPads Wi-Fi or cellular data.
