This is a new feature in Photos for Mac on macOS 13 Ventura.
The duplicates album will automatically appear in the Photos sidebar, once Photos has scanned your Photos Library. But be patient - depending on the size of your library it may take severeal days, even weeks. Just make sure, thaty our Mac run the duplicate detection while you are not working with Photos - let the mac run over night.
And if your Photos Library is on anexternal volume, keep the volume plugged in.
