When you say your Apple Watch is locked out, is that due to the passcode? If you're forgetting the passcode, then the following steps can be of help: If you forgot your Apple Watch passcode - Apple Support
If this is being triggered by accident, monitor your watch and see if the display is remaining on and being triggered by accident. Always On may be involved. Here's more info about it: Use the Always On feature with your Apple Watch - Apple Support
