Volume for headphones

I just got my first iPhone (13), and the volume with headphones is too loud even when turned all the way down. How can I make it more quiet?

iphone 15 volume super loud I just got a new iPhone 15 Pro recently and was just trying my new USB-C headphones and the health app is telling me the lowest I can set my volume is 100db? I’m getting hearing health notifications multiple times and it’s a bit too loud to be comfortable for more than a few minutes at a time. When I tested my old iPhone 8 Plus, its lowest settings go down to 40-50db at lowest. I set the maximum sound limit to 75 but my headphone sounds are still at least 2x louder than they were on my old phone? I unfortunately can’t test with the same headphones as one set is lightning port and the other USB-C Is this just what iPhones are set at by default nowadays or is this some kind of bug?
