Just for the record, that phone number is not Apple and it never has been. The phone is a scam. Your credit/debit card has been compromised. You need to immediately report it to the bank that issued the credit card. Use the phone number on the back of the card. But whatever you do, do not call the number.
Have you been able to get this to stop. I have had it several months for multiple charges. Had my card changed for the 3rd time now. And now it has happened with the new card.

This is a scam phone number. It is not Apple billing you. Your payment method (credit/debit card) has been compromised and the scammers are disguising the charges. The bank that issued the payment method approved the charge(s), it’s not Apple.
Please call the phone on the back of your card and report the fraud.
I had this same issue. Mine is my Hulu subscription which is billed through Apple.
