Deleted photos and videos continue to take up space until they are permanently deleted.


If you are using iCloud Photos, and the "Optimize iPhone Storage" feature, and your iCloud Photos library is bigger than your iPhone can hold, there's another possibility. Whenever you free up space, the iPhone might see that as an opportunity to re-download more of that large Photos library, until device storage was nearly full again.
