If an app or feature on your device is not working or is restricted, it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution. Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes.

Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes.
Go to Settings->Screen Time->Content & Privacy Restrictions
Turn OFF/Disable "Content & Privacy Restrictions"
Shutdown your device. Wait a few seconds.
Start up your device and see if you can now access your Apple ID, iCloud, etc. data.
If the problem persists, see "If your Apple ID is greyed out in Settings".
