My contacts app is not showing up in icloud.com nor is it listed in the apps I can add to the dashboard. I am using Safari on my iPad (iPadOS 16.4.1). How do I get the contacts app to show up? Thanks.

Reset the Home Screen Layout...
Go Here: Move Apps and Widgets on the Home Screen on iPad - Apple Support
Scroll to: Reset the Home Screen and Apps to their Original Layout

Restore a built-in app that you deleted
.If you have Apple Watch, restoring an app to your iPhone also restores that app to your Apple Watch.

Getting the Apps Back:
As a last resort: Set this up anew, as if you were to sell it. Perform as instead here, including the iCloud logout: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. Backup what need be, prior to performing this. All would go to default, and the app would be expected to comback.
Thank you for your quick reply. I do, in fact, have Contacts set up to sync with icloud.com.
The exact same thing is happening to me. I have always been able to use iCloud.com to export large groups of contacts as a csv but since the redesign of the new website the app seems to just be missing.
Thank you for your reply. I followed the steps you described but do not see Contacts, or any Apple apps; e.g., Calendar, Maps, etc., that is bundled with iOS, in the list of Purchased apps.

Well you would need to be syncing contacts to iCloud in order for it to show up on icloud.com
Thank you for your help on this issue! For some reason, when I went to iCloud.com yesterday, the Contacts app, and others, appeared on my dashboard. I suspect that Apple made updates and now all is good. Thanks, again for your help

Thanks for your recommendation. Unfortunately, this did not resolve my issue.
Any body else having this issue still? My iCloud website homepage is now useless and completely missing many apps that used to be there (including Contacts).
