Obviously, your actual your “residency” status does matter.

Another likely relevant question is whether you have “credit history” on file w/ the U.S. based credit reporting agencies - presumably showing a history w/ U.S. based creditors.

And while it’s not explicitly stated, I suspect that your AppleID region might need to be “U.S.” as well; although I have nothing “positive” to support that suspicion.
