Who should I contact about why I didn’t get emergency Gov alert last Sunday in UK? Sky mobile or Apple? Or what could I do? Looking forward to some help.

Settings -> Notifications -> Government Alerts
… you should start w/ your mobile provider.
If it’s anything like the U.S. alerting system, it’s a cobbled-together hodgepodge of supporting systems for which you might never determine why any one particular message wasn’t delivered.
