icloud access on windows pc
how do I sign into the same icloud on both my phone and pc?

You just sign in with the same email address and password when prompted.
On an iPhone the iCloud account is the one shown in Settings ➜ Account (top of Settings) The email address under your name there is the account being used. You can scroll to the bottom of the device list there and there should be a red Sign Out option.
On a Windows PC using iCloud for Windows, you sign in by clicking on the iCloud task bar icon, and then on iCloud Settings.
