How come I can't sign out of iCloud account? <sign out> is dimmed and says "sign Out is unavailable due to restrictions". I have turned off screen time app limits and restarted my iPhone, but that didn't help.

Thanks for posting here in Apple Support Communities. Since you're using Screen Time, you need to go to Settings > Screen Time > Content & Privacy Restrictions and make sure that Account Changes is set to Allow. This should help to resolve the issue you're facing.
