On the Mac, screenshots will be a png format and Photo Booth will be a jpg format. Most of the HEIC photos originate from the iPhone and will be jpg after you change the setting on the iPhone. As you probably know, the HEIC photos that you currently have can be converted to jpg by exporting them in Preview.
On iPhone, go to Settings > Camera > Formats. Change it to Most Compatible.
