What is the exact model of your Mac? If you can boot normally or into Safe Mode, then you can get this information by clicking the Apple menu and selecting "About This Mac", otherwise you can get this information by entering the system serial number here:
Check Your Service and Support Coverage - Apple Support
Are you getting this message when the laptop is booting into Recovery Mode? If so and you have a 2018+ model, then you will need to "Restore" the firmware to fix the issue unless you can boot the laptop normally (or in Safe Mode). "Restoring" the firmware will destroy all data on the internal SSD so I hope you have a backup.
Revive or restore an Intel-based Mac using Apple Configurator - Apple Support
Revive or restore a Mac with Apple silicon using Apple Configurator - Apple Support
FYI, it is best to always post the exact model of the device and OS being used.
Also, your question & details are a bit vague & confusing. Please rephrase if my assumptions are not correct.

Can you try to boot into safe mode and see if the normal users are available then? Letting it boot all the way in will let macOS run system diagnostics and fix many things it finds wrong.
