Apps will always appear if full-screen mode when using the default iPadOS multitasking mode - where you have access to full, split or slide-over views.
If you have activated Stage Manager, you iPad will instead use a windowed view - where supported Apps are shown within resizable App Windows. When Stage Manager enabled, you will not see split and slide-over views. The controls that you see when you tap the three-dot button will be determined by the selected multitasking mode - and the App’s capabilities.
Stage Manager is principally enabled/disabled from iPad settings:
Settings > Home Screen & Multitasking > Stage Manager > Use Stage Manager on iPad - set to ON or OFF as required
If so configured, Stage Manager can also be controlled from the Control Centre.
