Full screen of what?

Apps on iPad will normally open full screen. An iPad is not a Mac or a Windows PC, it does not usually have windowed apps.

You can add a secondary App as split screen.

click here ➜ Use multitasking on your iPad - Apple Support

You can use Stage Manager to have smaller windows if that is what you are referring to.

click here ➜ Move, resize, and organize windows with Stage Manager on iPad - Apple Support (SG)

If that is not what you mean, can you please clarify?

Stage Manager is not a viable option, I do not believe it is available on my iPad. TO CLARIFY, I have been an iPad user for many years. This is my 3rd maybe 4th. Always moving to latest, passing old to wife or grand kids. I damaged my old iPad pro and after setting up this replacement I have the problem. In the past no matter what was opened there was always 3 horizontal dots (close, min, max). If not visible they were hidden at top. I do not have these no matter what is opened.
