Why it’s that any time I press the add icon on the wallet app it directs me to safari?

If you are getting the "Learn More" dialog and that opens Safari to the support document you posted from, then verify that your iPhone is set to a country where Apple Pay is supported in Settings ➜ General ➜ Language & Region ➜ Region.
