If this is about an app or subscription you bought from Apple, bring up the purchase list, click next to the item you purchased, and you will see an option to send an invoice via mail.

If you bought something in an official Apple Store or at an Authorized Apple Reseller or Service Provider, and they can't understand your language and you don't speak their's, you might have to use the Apple iOS "Translate" app on your iOS device. Select the language to use for both sides and tap on the microphone icon to start translating the conversation.
Ok. here's the deal. The sales people spoke english just fine. I returned to my country and the product stopped working. It was the the automated answering machine when you call the store that was the problem. there's no live person to talk to. Anyway an apple support person managed to find an english speaker who gave me their e-mail address. Hopefully we will make progress soon. thanks for your time.
