I cannot access my iCloud features
As you can see i cannot access the feature,also i cannot get in to my icloud id which is in the top of settings

Let's check under Settings > Screen Time > Content & Privacy Restrictions > Account Changes to see if that option is set to don't allow. If so, you should be able to address that behavior by changing to the allow option. You may need to provide the Screen Time passcode to make that adjustment.
