Import from another photo library is not working. After checking the import, I select one photo and enter the import. The import wheel appears, but nothing happens. After cancelling, I have to check the import again and it takes a long time. The result is the same. I only use the cloud for sharing albums. Not for backups.
Is there a bug in the photos or does it work for anyone?
How long are you waiting, after you tried to import? For a huge Photos Library importing may be taking a very long time, as the items need to be merged into the library.
If you have to wait more than ten minutes or so, you may want to open the Console.app, to check, if there are problems. You will find this app in the folder Applications > Utilities. See: View reports in Console on Mac – Apple Support (UK)
In particular, look for Crash logs or Spin reports or Diagnostic reports, that are appearing right after starting the import. These would indicate a problem with the library, either a damaged library, items that cannot be accessed, because the library is in an unsuitable location, or older items in your library, that can no longer be processed on your current system version?

Importing directly from a different library is working for me, at least, if the library is small.
Have you tested if Photos can import from another library without problems? You may want to create a small test library with just a few JPEGs, just for testing, to see, if your current library is having issues.

My library has 1TB of data. If you can only have small libraries (how small?) then it's useless.
The little library works. The large library works the same, but doesn't import anything. It just shows the import progress, but nothing happens.
