Can't import iphoto library to existing library

In your title you refer to an iPhoto Library. Many people have iPhoto Libraries left over, even though iPhoto was discontinued 10 years ago. Until the last couple of OSs, iPhoto Libraries could be imported directly to Photos, but that's not true anymore. We would usually do that now with a 3rd party app.
