Cannot access an iPhoto Library and cannot import it

I can’t access an iPhoto library as it comes up with:

however i cannot import it into photos either?

p.s. it hasnt fully migrated as there are hundreds of pics missing on the photos app and the missing ones are in that folder.

You might try PowerPhotos to see if it can copy the iPhoto library into the Photos library. First use the free version of it to see if it can read the iPhoto library. If it can it will take the paid version to do the merging.
